Abstract

The process of depolitisation of the Serbian senior civil service, which commenced by adoption of the new civil service legislation in 2005, has experienced significant problems in its early implementation. The provision of Civil Service Act which concern depoliticisation have already been amended several times in order to extend the deadline for appointment to senior civil service positions in accordance with newly introduced competition procedures. Up to mid 2011, the Serbian Government has managed to fill in only half of senior civil service positions on the basis of the competition. It is also not likely that these positions will be adequately filled before parliamentary elections expected in early 2012. Drawing on the experience of other Central and Eastern European countries, which are also facing significant difficulties in the process of depoliticisation, the author points out the obvious unrealistic expectations of achieving major outcomes of restructuring politico- administrative relation simply through passing civil service legislation. It looks that securing of outcomes from reform activities in this area requires much more than that: an establishment of specific alliance-building with political parties and interest groups to provide sufficient incentives for joint tackling of patronage and politicization. The solution for now seems to be acceptance of the reality and allowing certain level of moderate and managed politicization, instead of insisting on a comprehensive depoliticisation of the top level civil service positions, which is, for the time being, a mission impossible.
