Abstract

The objective of the paper is to analyse the pay and benefit system of the police officers in Montenegro. The analysis shall start from the literature review and international standards in the area of public servants salaries. In that regard, the focus shall be laid on SIGMA/OECD Principles of Public Administration (2014), which are also applicable to the police. The central part of the paper shall examine the classification system of the police officers and the police officers’ salary structure. Finally, the paper shall examine the competitiveness of the police officers salaries with the salaries of civil servants and the general labour market. The concluding section of the paper shall draw conclusions on the current potential of the salary system of the police officers in Montenegro to attract and retain professional personnel and perspectives for its improvement.
