Abstract

The paper deals with the Union citizenship. The Treaty of Maastricht in 1993 introduced the concept of citizenship of the Union. The Treaty of Amsterdam in 1999 and the Treaty of Lisbon in 2009 further strengthened the rights associated with Union citizenship. The Treaty of Lisbon provides that every person holding the nationality of a Member State is a citizen of the Union. That citizenship of the Union is additional to, and does not replace, national citizenship of a Member State and the citizens of the Union enjoy the rights and are subject to the duties provided for in the Treaties. After introductory notes with regard to the development of the concept of Union citizenship, in the first part of the paper the author examines participation of the Union citizens in democratic life of the European Union according to the Lisbon Treaty. The second part of the article is devoted to the state of the Union citizenship in the period of crises. In November 2012, the European Commission adopted a Decision designating 2013 as the “European Year of Citizens”. Hence, the special attention in the paper is paid to that Decision. The European Year of Citizens would provide a timely opportunity to raise the awareness of the general public about the rights and responsibilities attached to Union citizenship.
