Abstract

During the past seven years, the European Union has been facing the most serious crises since its establishment. As regards the enlargement of the EU, whether one candidate country will actually become a member of the EU depends on a number of factors. The first factor is the capacity of the EU to overcome the economic and political difficulties that is facing at the moment and that threaten to undermine the fundamental values achieved by the Community, such as the peace and stability in the European Communities over the past sixty years. The second factor is willingness of the EU Member States to accept new country in the European community of nations, especially after a certain “enlargement fatigue” ensuing from the most recent enlargement wave in the previous decade. The third factor is the readiness and capacity of the candidate country to fulfill a large number of political, economic, legal and institutional conditions in order to became a member of EU. The first part of the article is devoted to the integration capacity of EU. In the time of crises the integration capacity of EU is naturally undermined. The crisis is analyzed in the second part of the article. This crisis, serious as it is, has deep roots, being closely connected with the integration methods followed for more than half a century. Regardless that manifests itself primarily as an economic crisis, its causes must be sought in all three areas in which EU has acted: political, economic and legal field. The crisis is also followed by the democratic-deficit problem. Taking into consideration all these challenges, it seems that it is a time for rethinking European integration. So, the third part of the article is devoted to some possible solutions to overcome the crises. The special attention is paid to the concept of differentiated integration and the European cooperation outside the EU institutional framework
