Abstract

s a matter of fact, modern media have great influence on social and state processes, so it is important to regulate the functioning of their work. Therefore, audiovisual regulators are increasing, and it seems that they have almost become a natural institutional form. First of all, they should be independent. However, despite this trend, the basic problem is that there are no appropriate models in this area, which contain clearly defined criteria how to achieve that goal, independence. In other words, the development of independent regulatory bodies in this area are a matter of intuition in every country. That is the reason why the author finds role models among the countries of the former Eastern bloc in Europe, and those that are now members of the European Union. There are two reasons. First, in the historical-social sense, it is quite logic to make a comparation with these countries. Secondly, it is assumed that as EU members, they have reached certain standards. Having all that in mind, it seems quite justified to look at and compare the solutions in these countries and after all to mark good and bad ones in order to give a small contribution to the better knowledge of the issue.
