Abstract

The paper deals with the legal instruments put in place by the European Union and the United Nations in order to combat illicit drug trafficking and drug consumption. This international, but mainly EU drug control system tries to ensure greater cooperation between the States both in terms of exchange of information and good practices to deal with the problem of drug use - moving mainly in the context of the protection of the health and care of drug addicts - and in terms of customs and police cooperation, especially between the EU Member States, aimed at combating drug trafficking, intended as a threat to the safety of all European citizens, and at laying down minimum standards relating to the constituent elements of crime and the penalties applicable to illicit drug trafficking. The paper analyses how the burden of managing the drug problem lies essentially with the States, in terms of health care related to drug use as well as in terms of management of national security in relation to drug trafficking. That’s why it’s up to the States to sort out more effective and uniform tools to tackle the scourge of drugs, also from the cultural and educational point of view of the prevention of the use of drug by the new generations.
