This publication has been prepared by the Institute of Comparative Law in Belgrade, Serbia, in close cooperation with the Centre for Building Integrity in the Defence Sector (CIDS) of the Kingdom of Norway and the Regional School for Public Administration (ReSPA) in Danilovgrad, Montenegro. Valuable guidance in the preparation of the publication was provided by Ms. Dragana Krunic from the Serbian Anti-Corruption Agency and regional experts, Mr. Ahmet Alibasic and Mr. Florian Quehaja.
