Abstract

This publication has been prepared by the Institute of Comparative Law in Belgrade, Serbia, in close cooperation with the Centre for Building Integrity in the Defence Sector (CIDS) of the Kingdom of Norway and the Regional School for Public Administration (ReSPA) in Danilovgrad, Montenegro. Valuable guidance in the preparation of the publication was provided by Ms. Dragana Krunic from the Serbian Anti-Corruption Agency and regional experts, Mr. Ahmet Alibasic and Mr. Florian Quehaja. The team is especially grateful for the support and collaboration of Mr. Svein Eriksen, CIDS senior advisor, who provided continuous assistance throughout the preparation of the publication, and Mr. Bard Knutsen, who thoroughly reviewed the manuscript and provided useful insights on how the text can be improved.
